Addressing Displacement: Essential Reports on Housing, Land, and Property Rights



Forced displacement is a growing global challenge, uprooting millions due to conflict, climate change, and socio-economic shifts. Housing, Land, and Property (HLP) issues are central to both the causes and solutions of displacement, requiring strategic interventions to support affected communities. 

To provide actionable insights, UN-Habitat and the Global Land Tool Network (GLTN), with support from the Swedish International Development Cooperation Agency (SIDA) and the Federal Ministry for Economic Cooperation and Development (BMZ) of Germany, have developed three key reports. These documents offer policy recommendations, case studies, and practical solutions for addressing displacement through housing and land interventions. 


This comprehensive report analyses internal displacement and broader population movements through an HLP lens. It outlines solutions categorised into humanitarian protection, recovery, and resilience, providing a roadmap for policymakers, development actors, and civil society. Drawing from 24 case studies across 14 countries, it highlights durable strategies for addressing displacement while contributing to the UN Secretary-General’s Action Agenda on Internal Displacement. 





Many displaced populations originate from or relocate to customary and communal lands where land rights exist outside formal legal frameworks. This report examines eight case studies in seven countries, including Somalia and Sudan, offering evidence-based recommendations on how to navigate and strengthen HLP rights in these contexts. The report explores scenarios such as voluntary return, local integration, and relocation while also identifying measures to prevent displacement. 



By equipping policymakers, humanitarian organisations, and stakeholders with these insights, we can move towards more sustainable, rights-based solutions to displacement.
